The simple answer to this question is, "Yes". However, to unblock Facebook in China, you've really got to be on your toes. This is an every changing game of "block" and "unblock" that means you need to know your stuff before you sign up for a service to bypass Internet censorship.
Just a few months ago, just about anyone with a keyboard could unblock Facebook in China. While many free services were blocked, there were tons of paid services to choose from, and in both English and Chinese you could see advertisements about unblocking banned sites in China. As with many other laws in China, it seems like the "ban" on VPNs and other websites was applicable sometimes, and not others.
But with the political stuff that went down in Egypt in March, both China and Vietnam, as well as other countries with questionable governments (ie Russia and Laos) have been on their toes an monitoring or even blocking these VPN sites. That's not to say that some guy in black cargo pants and a ski-mask is going to crash in your roof if you try to sign up for a VPN service, but the truth stands that the sites receiving the most traffic are getting blocked inside The Great Firewall.
There are still however, services that can unblock Facebook in China. Many of these services are distributors of other VPN services. For example, I can use a VPN server from a larger company, tag a name on it, promote some different support or what-not gimmicks, and sell it for more. These services can be identified by their catch phrases and clever cartoon designs. Real, bare-bones free Internet can be identified by simple design and easily accessed/clear information about anonymous surfing tools.
I used to write about how terrible proxies were compared to VPNs, but the truth is that there are still some decent proxies out there. And with the block of PPTP and L2TP VPN protocols (for iPhone and other smart phones or tablet computers), web based proxies have a read advantage to unblock Facebook in China. Because with a proxy, you don't have to install anything on your device, you can use it as work, at school, at home, and on the go. If you can browse the net, you can access their secure browser and unblock sites in China.
I still prefer VPN use, but the tenacity of some web based proxies like Securitales has change my mind about them. Luckily, I purchased my VPN before their site was blocked, so my VPN is still working, and if I need support I can contact them through email.
