Not many people know this, but an Cypriot IP address is an IP address from Cyprus. Like most countries in the world, it's possible to access VPN servers in the country to change your IP address. This means that you can be in any country in the world, connect to a VPN server from your phone or computer, and browse the internet like you were actually in Cyprus. Pretty amazing right?
VPN service many times have servers spread across the globe. Some may offer as few as less than ten servers in one or two countries, while other services have over 300 VPN servers around the world in 50 countries or more. Bigger is not always better, but it certainly does mean that you have more choices! Remember that some services require that you choose only one country location, while others give you free reign of their whole network. Because Cyprus is not very in-demand (sorry guys), I think you'll have a better change of find it as part of a large network, or and exclusive server. Smaller VPN networks usually concentrate on popular places like The US and The UK.
If you're going to access a VPN server on your phone, you can use L2TP or PPTP VPN. For those looking for privacy and security while signed into Cypriot VPN servers, L2TP is your best option, because of the advances IPSec encryption as opposed to PPP encryption of PPTP VPN. If you don't get the jargon, don't worry. Just remember that for more privacy and security, use L2TP/IPSec. For faster streaming, like for streaming TV from geo-restricted Cypriot websites, PPTP is best. This goes for Android and iOS devices. Nokia Symbian devices can use PPTP with some services, but you have to buy a 'VPN client' (download) for about $30 USD.
For Mac, Windows, and Linux, you can use PPTP, L2TP, or OpenVPN. I usually recommend just two of these: PPTP or OpenVPN. Though L2TP is possible, OpenVPN provides better encryption, so to me it doesn't make sense that you'd look for 'middle of the road' encryption. It is possible however that you find the VPN service you choose only offers L2TP VPN servers in Cyprus, so this is still an option. To like with smartphones, PPTP will best faster but less secure. OpenVPN will provide more encryption, called SSL. 128 bit encryption is standard, but some places allow for upgrades for up 4096-bit, which is military grade stuff. There are of course some less extreme options like 256-bit encryption which is also popular.
With a Cypriot IP address on your phone or computer, you can access the internet just like you were in Cyprus. You can use this to access Cyprus-only websites, or for privacy while surfing. Your local ISP certainly isn't going to be monitoring IPs outside its jurisdiction. Each VPN service offers different options and paying plans, so shop around a bit. Be sure to double check that they actually offer access to VPN servers in Cyprus though, because many don't.
