Connection to any websites on iPhone and iPad requires that you have an IP address. But this IP address may be restricting what kind of websites you can or more importantly CAN'T access. Sometimes, it's your country or ISP that blocks websites because of their content. Sometimes, it's foreign web servers that block non-local IP addresses to prevent spam or protect content. VPN software can get you access to these VPN service. To change your IP, you need this software, as well as permission to access these foreign VPN servers. Most of the time the VPN software is free, but it's kind of a gimmick because you still have to pay for access to the VPN servers. There are some totally free VPN services out there, but there are usually lots of stipulations as to how often and for how long you can access the servers. As you might expect, these are often very slow. You can essentially get an IP address from any country in the world, on anything that can connect to the internet. The easiest devices to change your IP on are iOS, Android, Mac, Linux, and Windows. Consoles like PS3, Wii, and Xbox can also have their IP changed, but you'll need hardware to do this, or at least a laptop with a VPN connection.
