Cellphones designed for senior citizens should be as easy to use as possible. This actually means a device with large keypad and a large display in terms of hardware. In terms of software, it is preferably without all those multimedia and social media features, as the most important is communication.
Senior-friendly mobile phones should have a simple and straightforward menu, a large display and a large keypad. Seniors with aging eyesight will appreciate the large display which can show larger fonts. Of course, the large keypad helps to ensure that the right numbers and alphabets are punched.

Now that I think of it, integrating GPS into phones for seniors is a great idea. Yes, it will increase the price of the handset but it allows anyone to track those senior with Alzhemier's disease or memory loss.
Panic Button is another useful feature in case of emergencies. It would be very easy for the senior to press a single button for help if needed.
For entertainment, there is no need for mp3 songs. Radio is good enough. Torchlight is another useful feature.
Oh, I forgot to mention that louder ringing tones and speaker volume will be welcomed by seniors. As you know, when one grows older, visibility and hearing starts to deteriorate.
Another factor to consider is the sim card. Should seniors use the pre-paid sim or the post-paid sim? In my opinion, I would prefer post-paid sim over pre-paid sim. Why? This is to save the hassle of having to top-up the pre-paid sim. Another consideration factor is the quality of the network coverage. Please ensure that you select a network operator that has the best network coverage across the country. I believe you know the reason why this is important.
A cellphone with easy-to-read text on a large display, a large physcal keypad with keypad tones, light and comfortable to hold, one panic button and with a post-paid sim card with the country's best network is in my opinion the best for senior citizens. Batteries with larger capacities so that there is no need to charge every now and then, why not get a second spare battery instead?
