It’s a well known fact that big fish will always gobble-up the small fish. In a scenario like that what is actually occurring is that the beam of light is focused on a wide area of the boat underneath thereby often attracting many minute creatures that relatively bigger creatures feed on.
The planktons veer towards the submerged lights and as they do, they invite the small fish like menhaden, shrimp, minnows and shad to feed on them. With the fish that is used as bait being present, its more than likely that predators would rush towards the bait fish and as they do, the predator gets caught hook, line and sinker.
Anybody who has gone fishing at night often would know how waves of light are absorbed causing zooplankton to react in a certain way resulting in the bait fish possibly breaking free from the hook. An angler with experience would however know that sufficient bait can be located with underwater lighting for hungry hordes of predators to be fed and in the process caught. This is a tried, tested and smart way of finding bait.
