VPN services will charge your a few dollars a month for access to their network, and many times you'll have a variety of choices available for IP location.
For a standard IP changing connection on iOS devices use PPTP. For an upgrade in privacy and security, use L2TP. The standard price of a month of VPN service is about 10 to 15 dollars but some cheap VPN services will charge less, usually about 4 to 7 dollar a month.
